Dear All,

Please set up additional notifications for ships calling Port Fremantle (Australia).

All vessels arriving at Fremantle Ports are required to declare the condition of their mooring equipment, including mooring winches, mooring ropes, and ship fittings designed for towage via the Enhanced 48-Hour Notice of Arrival process.

All vessels are required to implement Mooring ropes and Mooring system management plans as part of Planned Maintenance Systems (PMS). The checks must include as a minimum, inspections and maintenance of mooring ropes, winch brakes and liners, paying close attention to the condition of brake bands and contact surfaces.

Mooring winch brake rendering test for all mooring winches should be carried out at intervals not exceeding 24 months, and:
     • after completion of any modifications or major maintenance such as but not limited to, brake liner renewal, brake band adjustments etc
     • where there is evidence of premature brake slippage or related malfunctions
     • when new mooring lines are installed on mooring winches

The load test needs to be requested by an authorized service company before arriving at Port Fremantle, in case the ship does not have a designated load test kit.

Section 24 of OP Notice to Shipping No. N-1-2024 Panama Canal Authority indicates that the air conditioning system is part of the vessel’s equipment and should be available for use during transit in the wheelhouse and all pilot accommodations. If the air conditioning unit is not working correctly or cannot maintain temperatures between 21 °C and 26°C, and relative humidity between 40% and 70%, the condition must be reported before transit. Suppose a malfunction is detected once the transit pilot is boarding the vessel or during transit. In that case, the ship will be subject to disruption and other applicable charges, such as pilotage and launches.

Beginning on 1 April 2024 and continuing until 30 June 2024, USCG Port State Control (PSC)
Officers have been directed to carry-out an enhanced exam to verify engine room fire safety.
The enhanced exam will take place during every USCG PSC A and PSC B exam conducted onboard cargo ships. The USCG PSC team is directed to:

1. Verify proper operation of at least one (1) fuel oil shutoff valve via remote operation. (SOLAS II-2/4.2.2.3.4)

2. Verify proper operation of control of stopping power ventilation for machinery spaces from outside the machinery space. (SOLAS II-2/5.2.1.2)

3. Verify presence and condition of protection against hot surfaces (i.e., lagging). (SOLAS II-2/26.1)

PSCOs are instructed to not test operation of fuel oil shutoff valves which would affect current operation of a ship’s machinery, to ensure that engines are not starved of fuel.
If available engine room fuel oil shutoff valves cannot be operationally tested without affecting engine or ship operations,
PSCOs shall visually examine the material condition of each valve, but not instruct the ship’s crew to carry out operational testing.
